Using old android phones as beacons to have a 'room-assistant' functionality

We all have a ton of old android phones sitting around. Apart from getting them recycled the only use I see for them are as follows -

  1. Using them as CC TV camera with IP cam (work fine but obviously can never match the level of actual IP cameras)

  2. Using them as Bluetooth beacon setup in each room to then have a functionality like home-assistant.

I obviously don’t have the technical know how to create such an android app and a supporting addon / integration on HA. But this could be really good use to all those android devices sitting and catching dust.
