Does anyone know if its possible to recognize who’s talking via Google Home (assistant), and execute different commands from HA dependent on that?

Both Google Home and Amazon Echo with Alexa can recognise different voices.
Whether this capability can be used with Home Assistant I don’t know.
probably not, only for personal stuff, like calendar
There is a project https://github.com/OmerTu/GoogleHomeKodi which does actually proxy voice commands from Google Assistant to a web server. Install that and set it up with your google account, and then you can say "Kodi " and the arbitrary command is proxied to the server, which then parses and processes the command.
It would be nice to have something similar for HASS, as Google Assistant seems to just get worse year by year.
