This will let you connect two HA installations together.
The VPN connection is not a part of it and you need to figure you if you want a host-to-host, host-to-network or network-to-network VPN.
You also need to decide where you endpoints should be. Sometimes the routers have services for VPN built-in and they might be better suited than an integration/addon in HA or a separate machine/VM.
