I guess it reads configuration.yaml but does it also reload all the files that get included?
It reloads the things under the homeassistant: key, such as customize, but not related files such as packages.

Admittedly I haven’t tried this for a while but last time I did, I noticed that reload core would pick up edited customizations but not newly added ones.
