Before you buy sensors, test it with laser pointer if you have. My theory of break beam is only expectation based on your video.

Ok with a laser pointer the light beam seems to be blocked by the the black moving part.
But It should be pointer at the very bottom of the cylinder.

I started using this. Should work on most water meters. ESP32 + $5 magnetic sensor. I have not fully calibrated it yet, but at least I can see when water is running.

And the not black part? Are there 2 transparent windows and two “blocked” ones?

Yes the light seems to pass through on the non-“black parts” spot.
