WTH Don't We Have "Hard-Coded" Per-User Dashboard/Sidebars?

I would like to have a user-specific configured sidebar. I know I can configure them by holding the titlebar and rearrange. I know I can remove/block them from users.

It’s a pain when you get a new device, sign into a new browser, flush a cache, etc. and you have to rearrange the sidebar all over again.

What I’d like to see is something like this:

     dxmnkd316:
          dashboard_a
          dashboard_b
          dashboard_c
          weather
          history
          energy
          developer_tools
     mrs_dxmnkd316:
          dashboard_a
          dashboard_c
          energy
          weather
     mini_dxmnkd316:
          kid_dashboard_a

ETA: I’m not talking permissions either. Just strictly the default layout that comes up when a user logs in.
