WTH is a missed counter reset not repeated or possible manually

when your instance is down due to maintenance, of course automations won’t run and counters won’t be reset.
why does HASS not recognize those missed tasks on next startup and

  1. triggers them (late)
  2. notifies the user and asks for manual reset

i’m asking in particular for built-in energy counters.
