Sometimes there is alert on the bottom, e.g when HA is starting or when failure to set ZHA device. This alert automaticaly disapear after a while. But… Why there is no simple x button to dismiss (hide, close) this alert quicker?

There’s a dismiss for everything in HA… can you show what you’re talking about?
That’s an update entity, if you want to skip it, there’s a skip button. That’s telling you the update failed, which means you have to wake the device up for the update to go through.
