I have a general question about Z-wave and specifically how it works with multiple hubs. I have both a Wink 2 and Smartthings 2 hubs with both having multiple Z-wave devices attached for various reasons/functionality. Do the Z-wave devices act as extenders to only the other devices on the same hub, or do they extend the mesh regardless of which hub they are a part of?
Only the network they are on. Otherwise your network could be repeating stuff from your neighbors, etc.

I’ve successfully moved my Eaton Aspire Z-wave switches from my SmartThings Hub to my Wink v2 Hub (even though Eaton/Cooper are not officially supported) and now my Z-wave network seems to be much more solid having them all on one controller.
