Z-wave unable to connect

I flipped a breaker in the house to work with electrical and now my z-wave is completely non functional. I have tried restores, reboots, restarting the modem and router. I have no idea what is causing this.

Any idea on what can be causing this?

Looks like that file is corrupted (and perhaps others). Do you have a backup to restore from?

I found a resolution to the issue. It was a problem with the hardware. The authenticiation keys assigned by HA were somehow reverted to a factory default setting in the dongle. After downloading some software for the PC and digging around, I was able to override the keys.
