I’m wanting to have a tablet on the wall and plugged in for HA, I want it plugged in permanently but not charging all the time so only need it to get power only when needed according to the tablets battery status. Therefore I need a smart plug but I would rather not have a smart plug which is then plugged into a USB plug as that will stick out the wall more, is there a smart zigbee wall plug with built in usb and is compact?

What country? Aliexpress is full of Zigbee plugs that are either just USB charger or outlet + USB charger, e.g.
If you’re using Z2MQTT, there’s a bunch of devices with usb control, including sockets as well as extension leads. You would need to ensure that they are available in the format which suits your country, since you don’t mention it.
There’s also this which seems to be the zigbee equivalent of the Wifi Sinilink USB module. I have the wifi one but not the zigbee one, so can’t make any recommendations.
However the built-in power monitoring is an excellent addition which the wifi version doesn’t have. It basically means you can detect when your device battery is full (via current measurement) without necessarily having your device reporting its battery level.

The Scolmore ClickSmart+ range of sockets look nice for the UK.
More importantly, they’re supported in both ZHA and Z2M, or at least this particular model is. They’re Tuya devices inside, so be aware of that.
I’ve had my eye on their definity range for a while but haven’t actually bitten the bullet and bought one yet. Been waiting for them to release a double socket with USB and/or power monitoring for a couple of years now, but no luck so far.
Thanks, this does look like a great option, although it is more money and work than I was hoping. I think I’ll do some checks to see how much a cheaper option will stick out of the wall first before deciding to spend out on more fancy options!
