Is it possible to trigger a action when someone enter home zone and motion sensor triggered?

Someone enter zone > motion sensor triggered > action

I think the question is: Will this happend at the same time? Otherwise I would have it trigger on the motion sensor and have a condition that $person is in the zone?

if person #1 is already home, how to define for whom the action should be triggered?
I am thinking of an welcome home action.
