I know Tuya Smart Life app work with Tuya Hub as coordinator
I have Sonoff Zigbee 3.0 Plus USB Dongle plugged in my HA which work as coordinator.
my question:
Can Sonoff Zigbee 3.0 Plus USB Dongle be a Hub for Tuya Smart Life App instead of Tuya Hub. ?

No. Practically all third-party apps use proprietary API and/or encrypted communication between their official hubs/gayeways/bridges and their official apps to only connect to official hub/gayeway/bridge. To compare; the same goes for the official Philips Hue app and the official IKEA Home Smart app.
You can instead use a Home Assistant Companion App and/or connect Home Assistant to Google Assistant to use the Google Home app and/or HomeKit to use the Apple Home app
