"Failed to get Z-Wave JS add-on info"

I am trying to migrate from the deprecated zwave integration, but when trying to install the Z-Wave JS addon – by either clicking “Add integration” or following the manual steps from the docs – I am met by the error in the subject.
The migration assistant ends up showing the same error.

The log says “Failed to get the Z-Wave JS add-on info: Addon is not installed”.

Someone raised the same issue here, which was apparently resolved by the user by actually installing the addon… Which is exactly what I’m trying to do (right?).

The error persists even on a fresh install of Home Assistant OS.

I have to be missing something obvious – can anyone point me to what?

This also caused me some confusion after upgrading from an old instance. It looks like you have to go into the Settings > Addons menu, install Z-Wave JS there, THEN add the integration.
