Is it correct that all KNX devices should be added manually to the yaml file, specifying the assignment and addresses ?
I currently have a hub in the KNX integration
Tunneling @ 15.15.255 - KIPI @ 192.168.0.252:3671
and one luminaire, I don’t know how it appeared, all other devices I added via yaml
And if it is necessary only through yaml, is it possible to add KNX device in yaml with the indication of the room where it is located ?

Yes. Except for light and switch - those can optionally be configured from the Knx panel.
It would be good to assign a proper address to that device and it’s tunnel endpoints.
Have a look for “splitting up configuration” and “packages” in the HA documentation. I’d recommend not to use packages though since it makes file references in error message invalid (at least last time I checked).
Once set up correctly, those files usually don’t get lots of edits anyway.
you mean that the Zenio KIPI ZSYKIPI interface must be in the ETS in the device list with its group address ?
What is the address 15.15.255 for ?
In the manual, I did not find anything about this, although there is a file KIPI_1.0_EIFAItRS_Cert.knxprod as I understand for importing this device into ETS.

The address shall match the area and line of the other devices. So if your other devices are 1.1.x the interface and its tunnels should use the same.
This matters when you have line couplers, routers or DataSecure devices installed.
How to change an individual adress for interface?
If I undersand correctly now my IP-KNX interface have 15.15.255 adress, but other devices have individual adresses like 1.1.х
